-3 as stated on pg 121. When confronted by a rules difference between The Rules and a scenario or synopsis, go with The Rules (unless the scenario specifically states that *this* is a scenario-only rule. If it says "Auld Wyrmish is really difficult to speak, anyone who speaks Old Pavic has a -6 Improv Mod" then you go with the -6). The -3 is *really* just a default for when you (the narrator) can't be bothered to think up a real number. If the action is really not related to the skill used ("I'll use my Sword & Shield to pole-vault over the chasm"), then feel free to give a bigger one.

Yes. it was errata'd (or will be as soon as I finish the current changes & send it back to Nils)
