Yes, agreed. I had an NPC trying to sneak past a PC. The NPC was leading with a magical ability. The PC gave me a wonderful long list of mundane abilities and augments totalling a couple of masteries of defence, and I had to say, no, actually that's a total of 14 unless you can find a magical defence. Which seems very wrong.
