With a non-simulationnist and narrative point of view, I would have stated :
Human : "pretty strong 13"
Superhero : "increedibely strong 13"
Cosmic threat : "unearthly strong 13"
Because using the same scale for human, superhero and cosmic threat is too simulationnist... :)
Seriously, that proves that using a unique scale is clearer and useful.
