There are cities and temples and gardens of unearthly beauty (as well as
pits of unearthly horror) on the surface of the moon. You'll see demigods
and Capital-H Heroes, not gods. (Except that the Lunars refer to them as
"Immortals", not "Gods", of course). Some of these folk are on their way to
Apotheosis - Jar Eel, for example.
Security is provided by the likes of the Full Moon Corps.
The surface of the moon combines Imperial Byzantium at the height of it's powers, and Constantinople at it's most decadent, and Istambul at it's most spy-laden and sneaky. Throw in some "City of the Future" from any world's fair, Melnibone, the Forbidden City, and the Emerald City (though make it the "Ruby City"). It's Otherworldly, though not an Otherworld. Of course, there are huge areas of parkland, or even "wilderness" on the surface, it's not covered completely, or even 10% by buildings; probably 95% or more of the surface is not built on.
Crossing over to the Other side of the Moon makes it even moreso. Then you see the Lunar Immortals and their Otherworld homes.
