I suspect this is to address another way of doing things that has been common in the past: if you get an ability from more than one place (keyword and narrative being the two here), one option is to say you have 17 from the keyword AND 13 from the narrative. The 13 acts as a +1 augment, giving you 18 in the ability in total.
Having a weapon ability from both homeland and occupation was the usual clash, I think.
