Pretty much. Active feats without penalty require Devotion (or "just" concentration for CM feats). For everything else, active use comes with a penalty.
Most of the time you'll be dealing only with the Feats from Affinities, and the Common Magic tables. Everything else is there for completeness, but is (I'm guessing) relatively rarely used by players. They're *definitely* rarely used by NPCs.
