That's because Concentration is a requirement of Devotion. If it wasn't, then we'd have "Concentrated Devotee" and "Unconcentrated Devotee" lines, and the upper level would be just as complicated.
Alternately, you could say that its because we allow concentration at the lower level, instead of restricting it to the Devotee level.
