I would think that it is actually more common than seen with the
examples available so far. It is just that most people would not deal
with the enemy practices (too risky) except for shamans. Kind of like
the theists end up giving incidental (not the word from the books,
sorry, but I forget teh right term) worship to enemy gods that are
part of their broad pantheon. So Valind is part of the Storm
Pantheon, but is an enemy god.
So I would think that for many traditions, there would be enemy
spirits that they've learned to deal with. So they are within the
tradition, but almost nobody would actually be a practitioner of them.
Something like maybe a predator species for animal nomads--we don't
worship the wolf, the wolf is our enemy, but we know how to deal with
him. In this case you could use tradition knowledge as an augment
when facing them.
