I think he *can be* saying that, but can be suggesting more too.
Take the classic roman gladiatorial combat between the heavily
armoured guy with a sword and the unarmoured guy with a net and a
trident. (If I was a real history geek, I'd remember the names, but
then this way everyone knows what I mean...). Assuming both are
trained gladiators then (if I'm reading them right):-
Trotsky is suggesting that the heavily armoured guy gets a bonus for
having better armour than his opponent.
Robin is suggesting that both are appropriately equipped for their
combat styles so neither get a bonus
So if the Trident guy has "Trident Combat 5W" and the Circus owner
wants an even match with a 50/50 chance of either winning does he
want Armoured guy to have a skill of
- "Heavy armour and sword combat 5W" - both skills are the same ?
- "Heavy armour and sword combat 2W" with a +3 bonus for heavy
armour ?
- "Sword combat 2W" with a +3 bonus for heavy armour ?
- "Sword combat 5W" with a +3 bonus for wearing heavy armour and a -
3 penalty for improvising "sword combat in Heavy Armour" from it
Robin, I think, would say (a).
(Awkward paritcipants would say (e) "Survive the Arena 4W" with a +1
augment for "Sword combat 13", or (f) "Love Portia 14W" with a -10
improv penalty and a +1 augment for "Sword combat 13" both of which
might be true, but are irrelevan to the point being discussed...)
