Rolemaster. That's what you want. Arms Law and Claw Law. It really does cope with all those details I mentioned (manic grin).

You may notice I'm using HQ, too.... I'll take account of all that lot. I'll spend a page or so narrating them. And then I'll say "Ok, that's +3, then".
