It's true to an extent in Hero system, but that rule is usually not applied to "normal" humans (i.e. it's for superheroes). In GURPS you wouldn't pay points for ordinary equipment - but you might need to pay points to be rich enough to afford it or - in the case of items that are restricted by society - you might have to pay points to be legally allowed to have it.
