Starting skills were 12 and other skills were 13 after cementing with an HP, and explaining why one was one number and the other the other, and which was which, was too much work. I remember a bunch of threads, each restating the problem just differently enough that you couldn't simply repost old answers. Clearly, the authors decided to reduce the set of "magic" numbers needed for starting play, going for simplicity rather than an "accurate" simulation.
