The original idea was to model something like a giant who wasn't particularly skillful, but whose blows were very serious. IIRC, they ended up being used more for equipment, which is really not the focus of a narrative system. Also, there were some unfortunate consequences to game play if you had true minimaxers who wanted to optimally exploit an edge.
