Another reason I think you might like Burning Wheel. You can switch between the 'bloody versus test' the equivalent of a simple contest and more specific rules for combat - Fight! - and debate - Duel of Wits.

Fight and Duel Of Wits make you choose options and tactics, so instead of player creativity narrating each round, player tactical or logical decision create an emergent narrative over what is happening.

So its more sim than HQ but has the switch that you want.
