Certainly a way to look at it.
I probably should have shied away from "Magic Item" and stuck with "important", since HQ2 is a generic system. It strikes me that with the non-fixed scale, the magic item issue becomes easier in that making it a low value that you spend points for doesn't mean it becomes ineffective.
