When I say "power gamer" I mean someone that knows the rules and applies them every place they can to get the most out of the system for whatever their own personal agenda is. I usually regard it as a good thing but there are negative connotations when one person's agenda clashes with another. The primary example of this is when the personal agenda is a personal empowerment fantasy, as I was guilty of when I started playing RPGs.

So a "narrativist power gamer" is someone that likes exploiting the rules to see how they can support their style of storytelling. For example when I play Prime Time Adventures I now fling fan mail about all over the place to encourage an atmosphere of "hey, that's fun, lets all do it!" While I'm trying to establish that atmosphere I'm looking for things I can instigate that chime with the other players idea of cool so some of the fan mail comes back my way. Essentially I'm trying to optimise my ability to channel the narrative by exploiting the rules.

Anyway, bit off topic - there are plenty of examples of how this applies to Heroquest 2 but I don't want to give away all my secrets... Some people who might GM me at the next Con I go to are probably reading [1].

[1] That was a probably feeble attempt at humour - if anyone wants to talk about "How you can get your own way in Heroquest 2 and not piss off anyone else" I'm up for it.
