Fair enough. Out of curiousity, are you talking HQ1 or HQ2?

Since you are using Keywords that have specific abilities listed, my understand was that in HQ1 you treated this as separate from the 10 ability limit.
If you are using HQ2, it specifically states that all keywords are free, separate from the 10 abilities. (p.16)

That's a way to go.
The other is to make the keywords as sort of the "character class", and have people pick the other abilities as necessary. It might depend on how many abilities you are putting in the keywords.
