While by some definitions you could call it a category, something that has no more than one member is not usefully thought of as a category. Gloranthan magic is best thought of as a special case.
And the Gloranthan magic rules are also making a distinction not only of what magic can do, but what magic users of different levels can do. Hence a special case for rune affinities.
Another way to look at it is that affinities are extremely broad abilities, and the rules give guidance on how they are actually used.
