Semi-unrelatedly: my general preference is to handle weapons and armor as situational advantages. Bringing a knife to a fist-fight or wearing better armor might net you a +3, and bringing a gun to a knife-fight or superior armor (you have plate, the other guy is in soft tunic) might net you a +6. (Genre has a lot to say here: for a Feng Shuy-ish action game most small weapons should probably not give an advantage vs. bare hands, etc.)
