I believe the purpose of the rule is to compensate for increasing in ability ratings. As the rules note, increasing ability ratings is itself not clearly a good thing. I therefore believe the rules for increasing abilities and for increasing the base difficulty should be taken together.

I have considered taking it out of my game, but also replacing the rules for increasing abilities by rules for changing ability ratings (by moving points around, so some decrease so others can increase).
