Well, that's what HQ is set up to do...
It's easy to create quick HQ "characters" for the opposing sides. The Lunar force has Attack 17, Disciplined 14, Multiple Nationalities 14, etc. You could run a combat with the player leader (or all player characters), and the results would become a lingering benefit (or plot augment) to the larger force.
You could also have the characters as part of a military unit, and track its abilities per the Community rules.
