Moral of the story: never add unnecessary special case rules, since not only might they not accomplish anything, but they might pose more questions than they solve... (Very likely, in fact, when they don't solve anything.)

Simple fix: replace the heading and text of the 'Target Number 1' and 'Target Number 20' subsections with the following:
