Sounds entirely reasonable, but at the risk of sounding like a broken record: don't be a slave to the pass/fail cycle. It's a tool, not a rule. Again, see p.72. If you have established your NPCs as being notable, then it would break credibility to have them otherwise. So you're actually following the guidance as written.
