I am of the belief or understanding that Western magic does not use the innate runes that people have, but rather is a collection of knowledge about how to manipulate all runes externally for the desired effects. Thus it does not matter if the Wizard has Air 13 and Law 2M11. By the rules for theist magic, they would have to be an initiate to use their innate runes as actual magic abilities and Wizards don't initiate.
