I think that must be so -- it doesn't make sense to roll if the resistance is less than 6.

I hope I didn't suggest that! Remember, sometimes the base will be higher than 14.

FWIW, I don't think I've ever used Very Low resistance, and I ran a fairly lengthy campaign. So the fact that Jeff and I disagree is probably moot.
