I would have thought this would lead to some characters having noticeably better skills than others, which might cause a problem after a while if the base resistance ends up being perfect for some PCs and too low/high for others. I'm guessing this doesn't happen, though?

One of the things I don't like about HQ2, actually. It works great for convention games or other one-offs, though!
