The higher the rating of the flaw, the more difficult it is to overcome.
So you'd be rolling the flaw against something else (possibly just a
default resistance), and if the flaw 'wins' then you succumb to it. For
instance, if you had Fear Dragons as a flaw, and your family were being
held captive by something draconic, you would roll Fear Dragons against
your relationship to your family to see which won out.
