Additionally, from a mechanics perspective, requiring "freshness" encourages players to spread their skills around a bit. Since they cannot augment every exchange with "Swordsmaster 17W", they are encouraged to instead have "swordsmaster 19", "secretly left-handed 19", "enemy: six fingered man 19", and "You killed my father, prepare to die! 2W"

The idea being that the second char is almost certainly more memorable, more fun to play, and an overall better contribution to the story as a whole than the first.
