To answer your specific question though, it looks like it all depends on what the initial "rules of engagement" were - if it started as a "many-on-one" Extended Contest it looks like there's no penalty, but if it comes from the "devolution" of a many-on-many fight then they *do* apply to NPCs (as I think they show up in the extended pg 44-49 example).
