Joe rolls vs. the guys with the guns trying to kill him, as do Ted and Barry.

The basic way it works is there is a 5 point value that constitutes an end to the contest (first to get 5 wins). Each character will roll and add their total to the contest (whether PC or NPC). What you are missing is the framing of the contest. The PCs (being Law Dogs) have said, "We are going to go disarm those cowboys." The Narrator has said, "The Cowboys are not going to get pushed around by pimps and are going to keep their guns." The shootout is handled with 2 or 3 Cowboys per PC and the total is compared to the charts provided. In the real-world (read MOVIE) situation the Law Dogs got 9+ due to the very good luck, and most of the Cowboys died.

As for "one big contest which which somehow gets adjudicated", that is the definition of all combat in all RPGs.

The real point is that the range makes the bow the logical choice and the other two fail the Credibility Test. It is actually a post about a misunderstanding of the system and the part you are trying to get was misunderstood to start with.

To give some clarity (I hope) in the situation you are looking at the Archer is firing at the guard, one character is assisting with Sureshot and one with Silence. The spells are rolled and the result determines the Augment. Then the Archer fires. Looks like a simple contest to me.

Does that help? Or am I making it more confusing?
