I think so.

For one thing you are going to need a list of all verbs just for each keyword (for breakouts)... then again for non-keywords. You are also going to have to define every keyword the program can use, and allow it to be modified on the fly.

Of all the game systems I have ever seen HQ (2 especially) is unsuited to random NPCs and computer generation systems. Only PCs truly need to be defined and even then "brigand", "robber" and "highwayman" may be the same job, but they are not the same Keyword. Each is unique. The call-out will be an invitation to spaghetti-code and dead-end errors.

And in the end, no matter how good it is, I would never use it as it can not enhance the game, it can only encourage bad habits.

But, that being said, if you believe it is a good thing, and will help with your style of play, the go for it. I have programmed a lot of crap over the years that I ended up not finishing or never using. The experience is great! The results ended up being "over-thinking it."
