Why would only one character be able to benefit from a scene augment?  I can see it might be hard for the second player in line to come up with something entertaining from the same scene ability [1] (how many original things can you squeeze out of "pitch black" on the hoof) but if they can I can't see a problem (either conceptually or within the rules) with it.

[1] a far better term that scene augment, wish I'd thought about six months ago.

That's one of the neat things in FATE, but it's a limited due to needing to spend FP.

In HQ, you can't repetitively augment with the same ability, so I imagine you could use that here. Only person would be able to use the scene augment.
