Resistance is set by the narrator - whether and how to use aspects/distinctions is completely in the player's so they're more like augments or consequences of success in HQ II.

I've been toying with taking the HQ resolution and grafting it on to FU's "Yes/No - But/And" system, although I'm not sure exactly how to do it. (I would probably just axe the criticals.)

As for the "giving an aspect to the scene",  I thought that was standard use for HQ`1. It doesn't make much sense to do it with HQ2, where I would just fold it into the resistance.
