FWIW, in just about any game I've DM'd (not just HW).
If a character needs a 1 to succeed and rolls a 1, they roll again - on
another 1 they critical.
If a character needs a 20 to fail, and they fail, roll again, on a 20 they
fumble.
It's not THAT many more rolls, and you wouldn't believe it but it's saved more damn players' lives than I can recall.
