Well, that's what I meant, actually, O Intemperate One. ;-) It doesn't 'work' with printed TN's (albeit the conversion is trivial, even in 'real time'), hence it's not _just_ a change to rolling convention. Of course you have to adjust the sizes of bonuses, etc, but again, no great intellectual effort.
The impression I got was that the 1-20 scale was a done deal, for the game, by the time I'd thought it up, that's pretty much what I was attempting to convey.
