I think this counts as bestiality for both parties - so its a cultural NO. (I think I saw this in either Dorastor or the ToTRM with the Basmoli write-up). I think there is also some mention of non-hsunchen smelling wrong and so being repugnant to them.
Can they produce offspring? Who knows, but since I've always figured that some hsunchen can produce 4-legged offspring from 2-legged parents (and vice versa - especially if the 2-leg is using shapeshift magic at the time of conception) then they might not be able to produce offspring. They look the same but they are different 'species'. (Phenotype vs genotype thing for the geneticists)
