In this case I'd narrate that the character was taking a deep breath and winding up for his swing (ie augmenting with Strong as a Unrelated action).

Since by the rules they can't (Page 133), this is a moot point. So if you want to allow augments to be included as part of an action, then you'll have to make up the rules for it.
