But it's not exclusive to Final Actions, ANY '...relevant ability' ( it does say ability, not affinity, but I can't see why magic couldn't be used) can be used. Tough and Ignore Pain are listed, you could have Withstand Punishment, Fight On, etc. Allow magic (can't imagine why not, that would mean denying the right to a DI) and there are unlimited possibilities. Would you deny all of them from use during combat on the chance they could also be used to allow a Final Action?

Personally I'd say the fact you're Tough should mean you're less likely to NEED a Final Action (use it as a defensive Edge), as well as helping out if you do...
