Going by your ideas why does he need firemaking equipment? With an ability that high he can use his superhuman ability to light a fire by rubbing his hands together, he may even be able to make a rock catch fire etc.
Sure he'll have a high penalty but with 15w3 he can take them.

But some magic is still vastly better than others. You want to get to the top of a wall which is 14w high. Using fly magic you roll against the default 14 resistance. Use leaping magic and you get a slight improvement to your leaping ability but still have to roll against 14w.
Even worse, the fly person may only have a low magic rating but can fly anywhere. The poor bugger with Leap Trees gets an improv mod using it to leap anything but trees.
