Well... being a hard core simulationist (at least by this lists standards) let's see.

Using two swords make's defending _against_ you a lot more difficult, especially if it's a rare trick, like I think it is in most parts of Glorantha.

Using two swords also gives you more effective reach than one would expect.

If the two fighters have approximately the same skill level, and one has just a broadsword and the other has a 2 weapon combo (2 x broadsword, broadsword and shortsword...) then the one with just one weapon is in deep trouble.

Then again using a shield help alot agains the two sword technique.

Defending with two weapons is very hard until one get's used to it. I'm not good with the style myself, but I know a couple of people who are, and they are very hard to fight indeed. (I usually practise with padded, but realistically weighted weapons)

Using two swords is going to just get you into trouble if you haven't studied it, but is really bad news for your opponent if you know what you are doing.

One can also get a really good defence with the two swords. Not quite as good as with a shield (and a sword breaks easier than a shield on a parry), but parhaps a bit more flexible.

Now how does one model that on Hero Wars. Of course one can just have a permanent bonus in the caracters colose combat skill.   

  Close combat 15W1 (two sword +10)

Which would handle it OKishly.

Or one can have an increased weapon edge, and no shield edge. Or indeed both.
