I disagree (unless i misunderstand what you mean by 'alternation'). If the Defender has an edge appropriate for his (re-) action against the Actor, he adds his edge to the stake if he wins the exchange. Likewise with handicaps. As per HW, p134.

Note that 'opponent' in that reference doesn't mean 'defender' but 'person the character is contesting against'. Hence it doesn't matter if you are Actor or Defender. Anyway, that was the intention of the rule when we wrote it.

So it's not the case that only the Actor is affected by edges and handicaps and the Defender is not. Hence you don't have to defend when you are not the Actor.
