Tests done with re-created four-horn saddles (gotta love roman re-enactors!) indicate that there is little to no lose of functionality between stirrups and the horned saddles. Anecdotal data from early authors indicate that the riders can perform the same sorts of stunts as stirruped riders - including reaching down from the saddle and picking up a fleeing infantryman *by the heels*.
