Uh, no, but he is the _first_ actor.
And while the "Going before Your Turn" rule says it's for group contests,
I would probably allow it to be used in a 1-on-1 extended contest if
someone desperately wanted to get in the first strike. Once the contest
is underway, it naturally lacks meaning.
