Well, not necessarily.
I'll certainly run a mixed simulo-narrative game ; using my brand of RQ with HW add-ons.
That is, HW is a really good game that doesn't fit in with my house style, but I want to nick the best bits for my house rules.
And I can certainly imagine someone who wanted to run his brand of HW with RQ add-ons ...
And this is of course one of the best things about HW ; its adaptability !!
