He's using a 17 ability when he had a 5W ability that he could be using. This would only be sensible if the Thunderbolt ability would have to be resisted by a lower ability than close combat. Close combat, if used to resist being blasted by lightning, would only suffer a -5 penalty IMO, so the above suggestion is not tactically advisable. Does anyone think CC should suffer -10? It could be justified.
