Correct.

A few notes: unless he's a devotee, he'll have a -3 improvisational penalty for using any feat off his affinity (and will therefore be rolling against 14).

"By the book," a Thunderbolt is the "mystic strike" secret power of Orlanth Thunderous, and not resolved using the normal rules. I think other respondents have overlooked this potential complication -- I am assuming you're talking about a "generic" magical attack rather than this rather tricky and unusual instance.
