Maybe it should. After all, it is divine bolt of lightning we are dealing with.. ;) How was this done in RQ3 ? If my memory serves me right, only magic armor protected against spells such as Lightning, Sunspear and Thunderbolt. On the other hand, HW rules state that any physical skill may be used to resist versus spells causing physical effects. So maybe just use -10 penalty for CC.
