I would tend to say that it is a matter of knowing how your God did something. As an Initiate you know the main Myths but not in any detail, hence the imp. modifier. As a Devote you know more details of the myth. If you can understand how your God lifted a mountain then you can perform this as a Feat by reenacting your Gods actions. It is of course entirely likely that your God did different but similar things, these would all be encompassed by a single Feat. Hence different interpretations and uses of a Feat in game.

Following this through I would say that if you can discover a new way that your God did something then it will become a Feat. This could be done through a Hero Quest to learn new parts of an existing Myth or by HQ'ing and adding to the Myth. Also other cultures may worship the same God but know different Myths and so be able to teach new Feats.

I would be inclined to say this can only apply to Feats as Affinities are more a nature of the God thing and are probably already fully understood.

As a good example of this look to the different aspects of Orlanth. He did do all these things but each cult only knows certain Myths and so doesn't have enough understanding to perform other Feats outside of these Myths even though they may know the Myths in a general form.
