This is pretty much what we do. I allow a hero to move about 5-10 m during an exchange if he wishes to. I will allow them to move about 30m if they wish to take an unrelated action (with all the dangers of that) -- so far this only used for folks to run up to a melee in progress. Other htan our very eager Humakti who tends to get shot a lot while running up.
