I believe it's nothing more than spirits needing a little bit of explanation. Take a look at the Grazers -- "normal spirits" are sort of like feats within affinities. Special spirits aren't.

I think special spirits tend to be reserved for shamans, which is likely a sign of their rarity.

Craft Fetish is a skill that only shamans learn.

Why is it unbalanced? They're specialists. That's like saying Grazer women are unbalanced because they're the only ones with the ability to make koumiss, without which life isn't worth living.

Sounds like of like RuneQuest, where you spend a long time dependent on your priest for one-use rune magic, then when your POW is high enough, bang, you are a rune level and have reusable powers!

I guess this doesn't bother me.
